ABOUT

St. Elizabeths Legacy Partners (SELP) is composed of 13 Black, Brown, and Women-owned local businesses with the experience to deliver on large-scale development initiatives, the passion to commit to inclusion and diversity through our team structure, and the collective power to self-fund the majority of equity needed as well as execute on the multiple financing structures necessary to deliver St. Elizabeths East Redevelopment of Parcels 7, 8, and 9. 

Our vision is centered around connectivity, access to goods and services, local empowerment, and historic renovation. We are proposing a combination of new development and historic preservation that will create a welcoming gateway to St. Elizabeths East that will both connect the local community to the campus and establish the site as a destination for health, innovation, and opportunity. Our development program delivers a vibrant mix of uses that activates the campus and invites the local community onto the site by providing accessible goods and services for our surrounding Ward 8 neighborhoods and residents.

NEW HEADQUARTERS FOR DC AGENCY

Department of Behavioral Health

 

The Department of Behavioral Health (DBH) will be our anchor tenant for the redevelopment of Parcels 7, 8, and 9 at St. Elizabeths. DBH provides prevention, intervention, and treatment services and supports for children, youth, and adults with mental and/or substance use disorders including emergency psychiatric care and community-based outpatient and residential services. 

DBH serves eligible adults, children, and youth, and their families through a network of community-based providers and unique government-delivered services. It operates Saint Elizabeths Hospital—the District’s inpatient psychiatric facility.

Construction Jobs 

Over 2,600 construction jobs will be supported during the project. 

Job Creation

Over 900 permanent full and part-time jobs will be supported by the project with a commitment to hiring Ward 8 residents.

OFFICE

In addition to being the new home of the Department of Behavioral Health, the redevelopment of Parcels 7, 8, and 9 will feature over 211,000 SF of office space.

RETAIL

Parcel 7 will feature over 29,300 SF of community-serving retail which will provide much-needed goods and services and local jobs to Ward 8. 

MULTIFAMILY RESIDENTIAL

On Parcel 7 there will be a spectrum of housing opportunities with 277 total units available that are 100% affordable.

TOWNHOMES

18 newly constructed townhomes will provide homeownership opportunities to Ward 8 residents, allowing homeowners to build generational wealth and establish families in proximity to their places of employment.

SCALING OUR COMMITMENT TO WARD 8

St. Elizabeths Legacy Partners supports businesses and workers East of the River. Our strategic partnership with CHCTDC will ensure small business participation through procurement opportunities, a commitment to workforce development and training, and local hiring and permanent jobs for local residents.
